xxllnc expands into Europe with Documaster and De Ree
Marking the first step towards a truly sovereign European GovTech platform, where digital public services are independent, secure, and compliant by design.
Today xxllnc takes its first step beyond the Netherlands, a strategic move to create a European GovTech platform with the addition of Norwegian archiving specialist Documaster and Dutch heritage software provider De Ree. The combination strengthens the digital foundation for European governments by keeping public information secure, discoverable and durably accessible. This marks the start of a European GovTech platform designed to meet the highest standards of security, sovereignty and compliance.
Expertise in archiving and heritage
Documaster is a leading Nordic provider of cloud-native document management and archiving with offices in Oslo, Ålesund, Sofia. De Ree develops software for cataloguing and publishing heritage and cultural collections, widely used by libraries, archives and knowledge institutes in the Netherlands. Their combined expertise strengthens xxllnc’s application landscape, helping governments protect knowledge, meet EU requirements and make information easier for European citizens to access.
Future opportunities
This expansion unlocks a wide range of integration opportunities to solve challenges for governments. Connecting xxllnc’s case management software with Documaster, for example, allows governments to streamline the handling of information requests, ensuring case files transfer flawlessly to a compliant archive. Similarly, integrating xxllnc's anonymization tools with Documaster automates the removal of sensitive data before publication, significantly speeding up processes while guaranteeing privacy compliance. These practical examples are the first of many possible combinations, with the ultimate goal of evolving the xxllnc Cloud into a trusted ecosystem where European governments can work smarter, faster, and more securely.
Continuity, ownership and support
For customers of xxllnc, Documaster and De Ree, continuity is assured. The same applications, interfaces, support teams and contracts remain in place, while behind the scenes we prepare connections to the xxllnc Cloud. Main Capital Partners will remain the controlling shareholder of all three companies. This continuity provides the stable foundation necessary for our long-term European growth strategy, which includes a commitment from Main to facilitate multiple future acquisitions. For Documaster's operations in Sweden, the final formal step, FDI approval, has been initiated and is expected to be received in the coming weeks.
Leadership for European growth
CEO Svein Henning Kirkeng joins xxllnc as Chief Commercial Officer, strengthening the management team alongside founder and CEO Michiel Veenhuis, CFO Jeroen Semmekrot and COO Wolter Kreun. Kirkeng brings more than a decade of experience in scaling B2B SaaS solutions internationally. His first priorities include building an international commercial structure, expanding partner programs, and delivering greater value to the combined customer base to accelerate the cross-border adoption of xxllnc solutions. “Building on Documaster’s history and Main’s support, we now have the scale to not only grow beyond the Nordics, but also to deliver more innovation and value to all our customers,” says Kirkeng. “Our goal is to deliver secure, accessible and sovereign digital solutions that governments across Europe can trust.”
A Strategic Platform for Europe's Digital Future
This expansion responds to accelerating European legislation such as the Data Act and AI Act, and to the growing demand for compliant archiving, interoperability and digital sovereignty. By bridging the gap between fast-moving technology and the pace of public sector adoption, xxllnc is building a secure and future-ready application landscape. "Public information has a lifecycle, from creation in a case file to its preservation as digital heritage. By combining xxllnc's case management with Documaster's compliant archiving and De Ree's heritage expertise, we are the first to offer a solution that supports that entire journey. This creates immense value for governments and makes public knowledge more accessible to all citizens" says Veenhuis. The long-term vision is an integrated xxllnc Cloud: a European ecosystem where public sector applications work seamlessly together to deliver reliable, accessible and citizen-focused services.
